Here are the high level key steps:
1. Make the dough and let it rest
Make a soft dough using organic all-purpose flour, avocado oil, a pinch of salt and room temperature water.
The gluten inside the flour needs to sufficiently activated to make a flaky, soft and tasty Cong You Bing. Cover the dough with a damp kitchen towel and let it rest at room temperature for about 1-2 hours.
If you store the dough in the fridge over-night, make sure you remove it from the fridge 2 hours beforehand to have it warm up to room temperature.
2. Prepare the Filling for Cong You Bing
Whisk avocado oil, organic all-purpose flour, freshly ground black pepper and Himalayan pink salt together into a smooth batter. This is the key to the signature savory taste.
3. Roll the dough into a long cylinder and cut into equal portions

Ingredients
For the Dough:
- 660 grams, all-purpose flour, organic, about 4 cups
- 30 grams of avocado oil
- 1/2 tsp Himalayan pink salt
- 350 grams of water, approximate, you may not need the entirety, see notes
For the Filling:
- 4 tbsp avocado oil
- 4 tbsp organic all-purpose flour
- 1 tsp black pepper, freshly ground
- 1 tsp Himalayan pink salt
- 4 stalks of green onions, finely chopped
Instructions
Make the Dough:
- Gather the ingredients for the dough
- Place the empty mixing bowl on the kitchen scale. Press "TARE", measure out, and add 660 grams of organic all-purpose flour, 30 grams of avocado oil, and add 1/2 tsp Himalayan pink salt into the mixing bowl. Remove the mixing bowl from the scale.
- Place an empty 2-cup measuring glass on the kitchen scale. Press "TARE" and measure out 370 grams of water.
- Make a well in the middle of the mixing bowl, and gradually add the water while mixing and kneading until forming a soft dough.
- Cover the mixing bowl with a damp kitchen towel and let the dough rest for 1-2 hours.
Make the Filling:
- Gather the ingredients for the Filling
- Add avocado oil, all-purpose flour, salt, and black pepper into a small bowl, and whisk well using a mini whisk. Finely chop the green onion, put them into a bowl, and set it aside.
Roll Cong You Bing:
- Roll the dough into a long cylinder and cut it into 12 equal portions, with each portion weight ~80 g.
- For each portion of the dough, Knead the dough slightly, use two hands to press & organize it into a thick flat slab.
- Use the rolling pin to roll into a thin flat sheet.

- Starting from one end and roll the flat sheet into a scroll.

- Place one Cong You Bing flat onto the griddle and cook for 1 minute or till the edge is slightly browned or tiny bubbles start to form.
- Flip the scallion pancake using a slotted turner, and cook the other side for 1 minute.
- All done. Remove it from the griddle and put it onto a plate and wait for a couple of minutes to let it cool down slightly before serving.
- Repeat until you have cooked all scallion pancakes. After a while, the griddle will be heated much more, you may need less time, say about 30 seconds on each side or 1 minute total.
Notes
- For easy measurements, I use grams as a unit of measurement. Use a kitchen scale with different unit options that also have a "TARE" function to measure incremental weight.
- The water required to make a soft dough depends highly on the humidity level of the environment. I have used as much as 370 g of water during Chicago's dry winter, and as little as 330 g during the humid summer. After adding 1 cup of water, please go extra slowly and add water little by little, to allow the flour to absorb the water. The goal is to knead it into a smooth & soft dough.
- Keep in mind that it may take time for the flour to fully absorb the water, therefore the dough may initially look dry. Please do not add too much water too fast. Use both hands to pull the dough apart and press them together along the way to help the flour absorb the water faster and make the dough softer.
